A key issue for state policy is how student assessments will be designed to meet the requirements for reporting and use of assessment data at the state, district, school, and classroom levels. Assessment design is closely related to the subject state standards and the curriculum that are being used at the local level. Decisions about the type of items and how the assessment will be administered are key information that state and local educators want to know, and information reported across states can be highly useful input to each system’s own decision-making.
